Focusing on what is essential, transformative, and requires coordination at EU level

At the request of the European Commission, the SESAR Joint Undertaking (SESAR JU) is coordinating the preparation of a new Common Project proposal, scheduled to enter into force in 2027.

In this context, SESAR JU organised a two-day stakeholder consultation workshop on Common Project 2 (CP2) on 8–9 June 2026 in Brussels (afternoon of 8 June and morning of 9 June).

A Common Project is a deployment instrument established under Commission Implementing Regulation (EU) No 2013/409. It provides the legal framework for implementing strategic deployment objectives defined in the European ATM Master Plan.

The workshop was held in hybrid format with around 180 people attending on-site and 300 online. It provided an opportunity to:

• Explore the enablers of tomorrow’s digital sky, including the new service delivery model, future air–ground connectivity and trajectory-based operations (TBO). 
• Join the dialogue on how CP2 can help position Europe at the forefront of a safe, sustainable and secure connected global airspace. 
• Provide feedback to help finalise the CP2 proposal for handover to the European commission in October 2026. 

The workshop was open to industry stakeholders, Member States and institutional partners involved in the implementation of the European ATM Master Plan.

Stakeholder consultation on draft proposal 

As part of the consultation process, the draft CP2 proposal is now available for download and review ahead of the stakeholder workshop.

The document reflects the consolidated state of play at the time of publication and is intended to support structured feedback from stakeholders ahead of the finalisation of the proposal. 

Stakeholders are invited to submit comments by July 8 at noon. Feedback should be provided using the consultation template and sent to cp2-openstakeholdersconsultation@sesarju.eu. Comments provided outside of the consultation template will not be processed.
