Due to the increasing demand from RPAS users, it is necessary to fully integrate RPAS operations in controlled airspace classes A to C alongside manned aircraft without operational restrictions. The integration of RPAS flight operations is essential for civil, military, and governmental applications. It enhances the SESAR key performance indicators for airspace access, fairness, effectiveness, and safety, ensuring a sustainable market. 

The solution focuses on RPAS performing IFR operations in full integration with both VFR and IFR traffic. Advanced technologies, such as DAA systems and enhanced ground-based safety nets, will enable the achievement of this goal. RPAS will be equipped with a DAA system capable of handling both cooperative and non-cooperative traffic. Ground-based safety nets will be RPAS-focused improved to address the operational needs of IFR RPAS in airspace classes A to C. Proven methodologies and existing tools will be used to establish a valid and recognized European operational and technical performance base.

The project will significantly focus on addressing aspects related to C2 links, DAA, RPAS-focused ground-based safety nets, and RPAS/ATC communications to ensure optimal performance of these technologies. Furthermore, contingency procedures for dealing with temporary loss of performance, specific to the target airspace and traffic, will be discussed with the authorities. Regulatory framework evolutions will also be addressed due to their importance in facilitating IFR RPAS operations.

This solution aims to address the remaining gaps in the full integration of RPAS into airspace classes A-C. This will be achieved by evaluating the work done in previous SESAR waves and other transversal projects. 
Different activities will be carried out to develop a new DAA system and improve ground-based safety nets by utilizing downlinked aircraft parameters. This task involves considering various RPAS models and the possibility of using a controller pilot data link communication.

To achieve a safe, feasible, and adequate full integration of IFR RPAS operations in controlled airspace classes A to C, it is necessary to address safety, performance, and interoperability requirements in all operational situations. It also requires utilizing all available information about the RPAS to effectively manage both nominal and non-nominal situations. The main key performance areas (KPAs) to be evaluated are operational efficiency, human performance, safety, and cost efficiency.

The solution is further developing the progress achieved in Solutions 111 and 117 of ERICA by improving the provision of DAA and enhancing ATM infrastructure.
