The aviation industry aims to integrate communication, navigation and surveillance (CNS) services in order to reduce spectrum use cost while increasing resilience and maintaining safety. In this context, the solution will focus on modular integration of Alternative Positioning, Navigation and Timing (A-PNT) technologies to support navigation services on aircraft in case of Global Navigation Satellite Systems (GNSS) outage.

The solution will integrate multiple modularly complementary technologies such as L-band Digital Aeronautical Communication System for Navigation (LDACS-NAV), enhanced Distance Measuring Equipment (e-DME) and Terrain Aided Navigation (TAN) in a new modular manner. The modular integration of A-PNT technologies will specifically demonstrate the navigation function of A-PNT technologies through real-time flight trials ensuring optimal separation between aircraft. When the proposed demonstrator starts operations, it will be the first real-time implementation of an A-PNT technologies with unprecedented airborne navigation performance. With the usage of flight trials, the achievement will be a significant milestone in the development of integrated CNS. The solution will ease the adoption of new technologies, as well as allow for transitions between airspaces with different equipment and capabilities. Hence, this new concept takes full advantage of the heterogeneity of the navigation systems that will be deployed in different geographic areas, yielding an improved availability of the A-PNT service.

The solution will identify the ICAO and industry (RTCA and EUROCAE) standards that have to be updated to include the new A-PNT technologies developed. The need for developing new standards that will support the implementation and deployment of these new technologies will be addressed as well. Currently these activities are already started for the Communication function of LDACS and carried out by COM Panel - DCIWG at ICAO level and by WG-82 at EUROCAE level. The establishment of a joint working group with the participation of Communication and Navigation panels was initiated in order to cover also LDACS Positioning, Navigation and Timing functionalities. This SESAR Solution will support to the maximum extent possible this activity.

The solution will also assess the opportunities to foster the deployment of the new APNT technologies through EU implementing regulations. One of the potential options is the amendment of the PBN IR - (EU) 2018/1048 and the corresponding guidance material. The conclusions will be submitted to the European Aviation Safety Agency (EASA).
