Performance framework and evaluation for multimodal solutions
There is a need to understand how to evaluate multimodality (scope, metrics) and how the consideration of multimodal operations could impact the SESAR Performance Framework. Mobility solutions aiming at improving multimodal passenger experience are being developed tacking strategic (e.g., schedule synchronization) and tactical (e.g., minimising the impact of disturbance and disruptions in the system) aspects. However, there is a need for a platform to evaluate these Solutions.
This solution provides an assessment of the potential impact of considering multimodal aspects and mechanism to the SESAR Performance Framework along with a review and suggestion on a potential multimodal performance framework covering strategic and tactical aspects of multimodality.
A platform to evaluate strategically flight and rail schedules and their connectivity, assessing the impact on mobility between regions and computing mobility indicators. This platform enables the evaluation of scheduling solutions, infrastructure development and improvements and policies.
Finally, a platform for the evaluation of tactical multimodal operations with focus on passenger indicators (e.g., delay, missed connections, total travel time). This platform enables the evaluation of pre-tactical and tactical disturbance and disruption management mechanisms.
The solution, being a performance framework and tools to evaluate solutions and mobility in view of this framework does not have any impact on regulations.
The evaluation platform (both the strategic and the tactical models) could be used to assess the impact on mobility and other performance indicators of different regulations, such as, flight-bans, fuel/emissions charges, frequent flyer levies, integrated ticketing, mandatory rebooking, changes and extension of passenger duty of care and compensation, etc.
